Help!
My computer has a virus. My first sign is that the mouse cursor is just in the center of the screen but when I right click the mouse, the options appear but thats without cursor. When I restart, it becomes ok, but when I open my browser, I can't surf the net 'cause the scroll bar is going up and down every second. I restarted it again but it's still all the same. When I went to Internet Options, the privacy settings are going up and down too from high to accept all cookies. My antivirus system scanner was disabled and i can't enable it. When I manually scan my sytem, it can't detect any virus or anything. Without a doubt, I wiped my drive using DBAN and waited for 3 days to finish using PRNG method because my drive is quite big. After that, I installed my OS and then, when I was in the Regional Settings Option, the countries option is damn rapidly changing from one country to another!
I turned my computer off and I don't know what to do now....

OK first, when you wiped the drive it should have removed any virus traces from your system. So unless you have another drive/ partition, etc. that didn't get wiped then it is probably some kind of hardware issue.
It kind of sounds like there is a scroll wheel on your mouse or a scroll button/wheel on your keyboard that may be malfunctioning. If you have another keyboard and mouse available, plug them in and see if the issue continues.
