Mobo problem ?

Hi guys, i have a weird problem and hope you could help me out with some info.

I have built a rig out of spare parts i had – the mobo i used wasn't fixed correctly in its old case so it may be damaged and be the reason for the problems i am experiencing. The machine will load up and go to the HDD and load or atleast try to load Windows98SE which is where it encouters errors but that is not a problem to me as i am planning on formating and installing XP. The issue is that it doesnt entirely appear to read my CDROM. If i look in BIOS at the components i see the HDD as IDE1 Master and the CDROM as IDE2 Master – so it reads it here and at this point i can open and close the drive. However if i go into startup options and try to boot from CD ROM it will skip and go straight to HDD and windows. I dont know wether because its on 98 i will need to use a startup disc (i havent tried because i dont have a floppy drive) but i am assuming that this shouldn't be the problem as at the startup point it wont have read or atleast loaded the OS at the point of trying to boot from CD. So would it be the mobo or is there something else i could try? It shouldnt be anything like driver conflictions should it or perhaps just reading the mobo \ cpu correctly?

I have tried using my DVDROM too, it had the same problems

System Specs

it's simple

go into your bios, and change the boot order from HDD-0 to CDROM as first boot device .
