Mobility Modder.net won't start

When I try to run Mobility Modder.net it throws a TargetInvocationException from what looks like some networking code with TcpListeners and Sockets.

I am on Windows XP.

How do I fix this?

You have .NET framework 2.0 and MSXLM 4.0 installed?

Yes (if I didn't it wouldn't get far enough to through an exception) and yes.
