XPS 16 - CCC Error

I've mod the catalyst 9.9, but after I install it, when i open my CCC, it show me this message :
Windows cannot find 'cli'. Make sure you typed the name correctly, and then try again.

I already tried to uninstall and install it, i even using the driversweeper. But it has no effect. Can anyone help me?

My laptop is Dell Studio XPS 16, with ATI HD3670.
