Inability to set image scaling options

I've installed drivers on two notebooks with ATI chips using Mobility Modder. One is a Radeon 9600, the other a X1400. Everything seems to go fine and they install fine but the display configuration panel in CCC that lets you get at the scaling options is not there at all....

This page is what I'm referring to and is missing.
