no..
but a very inefficient powerplant.
it looks so Cherynobl when the weather is cold.
Homeless people live near the coal beds and railroad trestle.
I took this some time ago when our church delivered food to the homeless living near the river and the powerplant. It seemed surreal.

I dont know about who determines what something is "officially" but it is just an optical effect when the rising or setting sun shines through something that can capture, reflect or store light.
