They are lovely, I fancy them a bit, but its really a Damsel fly, or a bluet.

Is this fully perched.. Hard to tell from the pic.If it is stationary it will be a dragonfly.

Dragonfly's always rest on the branch with the wings streched out away from the body..

Damsel fly's always perch with the wings folded along the abdoman...

Its the eyes that give it away, Dragonflys have different eye orientation and symmetry.
Dragonflys most have eyes that touch, or nearly touch, at the top of the head
