Why is the CD-ROM drive not working?

my CD-rom drive is not working. I can play music, but it won't read file CD's like games. It says the "device is not accessible, The device is not ready" How come it says that? yet it can still play music CD's. I like to find the Driver for this Dell Inspiron 4150 (version A09) CD-ROM drive. the removeable device is HT-DT-ST RW/DVD GCC-4240N. I tired all the drivers that Dell offered and none of them works. If anyone has this laptop would they mind sharing the driver file or tell me where to get a copy of the driver. Please respond back ASAP!
