Default Post Old Toshiba 4030, CPU speed

Eh, a laptop forum ! Maybe someone could help me with a problem I have with my older second-hand 4030 laptop, more of an annoyance actually (I've lived with it for a year or so, but well...)

Anyway, this Toshiba 4030 is powered by a Celeron 300 MHz which does possess a battery saving feature (CPU frequency will go down to 150MHz to spare energy when low on battery). This worked well at the beginning (with Win98SE) but ever since I tried to install Linux (Slackware 7.1) I noticed the CPU frequency would tend to stick at 150MHz. When booting 98SE it would go back to normal.
After a while its behaviour degraded under 98SE as well - it would occasionally go back to 300 MHz, but as of today and for nearly a year now, it has been remaining stuck @ 150. I've replaced the factory disk recently with a 20GB IBM and it has now all three OSes installed (Linux Slackware 7.1, 98SE, 2000 Pro), and same thing on all of them.

I've been wondering if the battery could be screwed up and send bad information to the BIOS (after all it must be three years old or so), but when plugged to the sector the CPU wouldn't return to its original speed either. Save the obvious option (try to replace the battery), is there anything else I could try? (I don't really care since this laptop is fullfilling the task I've assigned it to, but it'd be neat to have it fixed).
