Reiser is technically the superior system. It's much more like NTFS in its design, in fact.
Ext3 is just ext2 with a journalling layer thrown on top. HOWEVER. In practice, I have had many problems working with ReiserFS. This may have changed since my last work with Linux, but in my experience ext3 is a more reliable filesystem. Perhaps reiser has improved... the specs for Reiser4 look especially promising (using B* could even give it an edge over NTFS). But since you're a newbie, I'm going to suggest ext3... It will probably be easier and more reliable.

Moved. ResierFS is a nice filing system, but they keep changing things with kernels which can cause problems with existing ReiserFS partitions. I use ext3 by choice

while I'm using XFS (oss.sgi.com) for every system I maintain, I would suggest ext3 too, as it's in the stock kernel and backward compatible with ext2.
If 2.6 gets out then XFS is the choice
