It don't follow that - the LSB is predominantly about administration and useability - something that you should never have to do with embedded devices. And the GNU development tools are clever enough to work out what libraries are installed and where, so this is not a problem either
It's either classic ZD-Net FUD or the speaker doesn't know what he's talking about Or I completely misread the article - hey - you never know
