Help Please - Jumpy Graphics

I have recently started to experience problems with my 3 year old desk top which I think may be related to my graphics card (Gigabite Maya Radeon 9000 Pro)

All graphics run for about a second, stop for a quarter of a second then run again for a further second and so on. This problem exists with Quick Time, Media Player, Flash and even with the progress bar when downloading files.

Do you guys think it may be the graphics card, do I need to download a driver or perhaps replace the card?.

Any help or assistance you can give would be very much appreciated.
