dell x1400 memory misreported in directxcaps

my problem is specifically with star wars galaxies and civilization 4. both of these games apprently overun the texture memory and their cpp files generate canot apply video errors.

my system is dell inspiron e1705 2 gig memory 2 ghz dual core
ati x1400 with 128 memroy hyper to 256.
directxcaps viewer reports 660mb 128 from card and 512 from system. all other report both from ati card properties and omegadrivers readouts and dxsetup show the correct values of 256.

i would appreciate some feedback on how to edit those readouts or settings or how to get proper readout.
irecently installed omega 3.8.291after uninstalling my ati drivers. i recieved a termendous boost in performance and this texture memory problem is my only downside.

i find it odd that more demanding applications such as heroes of annhilated empires, phantasy star universe, and sword of the star have 0 defects while swg and civ4 are having problems. i expect that it is reliance on directx reporting of some kind.

i have assumed this becomes a texture memory error problem. the programs are asking for more than physcially available and crashing when it is denied.

i have tried the rad_w2kxp_omega_38252.exe setup
this build does removes the crashes and instability in the graphics.
this build also has about 25-50% loss in performance for whatever variety of reasons in applications.

i have tried both rad_w2kxp_omega_38291.exe rad_w2kxp_omega_38330.exe
i get superior performance from both of these builds
oddly the 38330 has slighty worse performance but is more stable. buth still misreport and have memory overruns causing the crash in the 2 games i am having problems with

to repeat those games are star wars galaxies and civilization 4
heroes of annhilated empires and sword of the stars both work fine despite being more demanding of the card
the crash is civilization has explicit reference to the directx modules overrunnning allowed memory and no crash handler

i have also tried the official latest driver from ati(thank you to the forum). this does give me longer play time but does not correct the issue
i also have performance slighty less than latest omega driver.
This driver does report correct memory but still does not prevent bad programming from causing the crash.

any further ideas would be appreciated to resolve my performance issues
