Help with Toshiba w/ AMD and ATI Radeon

Ok, I"ve been getting the apparently popular "you do not have permission to change catalyst control center settings" message. I've been searching for two days now and it seems to be an often occuring problem. Also, the ATI icon in my tray has disappeared. I have no clue where to go to start fixing this problem. My computer is only a couple days old now. I have a Toshiba A215-S4807 notebook, running Vista Home Premium 32bit, i have a AMD Turion 64 X 2 Duol Core. And It says ATI Radeon x1200. I haven't downloaded any drivers at all yet. I don't know if its a regular Radeon, or Mobility Radeon, or an Integrated/Motherboard. Any help would be greatly appreciated.

System Specs

After doing some research on the net I found that Toshiba has Vista drivers for your system. You can download them at Toshiba's site.

Still trouble

I've downloaded the driver from Toshiba and I'm still getting the same error message. Toshiba and AMD both are not helping any. Can anyone help me?

Are you using a standard account or administrator account?

If standard account, then switch to administrator account.

Is UAC on or off when you get this message?

If UAC is on, then disable while you are making the changes. Then reenable before accessing the internet.

Are you using run as...administrator for the program?

Right click on the program and select>run as administrator

Vista is just wierd, I downgraded to XP Pro. A lot more tools and support available for it. The wiping program Toshiba includes on the recovery disc doesn't do a good job either. I had to find another computer to secure erase it.
