Recent catalyst drivers cause a frame-skipping effect (x700)

I recently installed a new hard drive in my laptop. Naturally, while reinstalling Windows, every driver I could find came off the internet to ensure that I had the most up-to-date stuff. I've noticed now that when I play Oblivion, I suffer from a constant (what appears to be) frame-skipping issue. It's rather frequent, at about once or twice a second. I've narrowed the source of the problem down to be my video drivers - when I uninstall them and replace them with the ATI driver on my laptop CD, the problem does not show up.
(edit: Since posting this thread I've also noticed problems in other games with the 7.12 driver, the most prominent of which is some serious graphics anomalies in the Torque engine rendering with OpenGL. Crazy lines and triangles covering the screen, models being drawn only half-way, etc...)
I've had to do some serious searching, but so far I've tried 7.12 and 7.11, but the issue is present with both. I've also tried the most recent Omega drivers.

What is the recommended Catalyst version for an ATI Mobility Radeon x700 PCIe? And where can I find older ATI drivers, since Google is failing me for anything older than 7.11? I know there are the Omega drivers; however, no offense to the creator but I really prefer not to resort to third party software unless absolutely necessary.

you'll have to try out some other cat versions then, ati has all the old ones hosted from the last few years

Previous Catalyst™ Drivers for Windows XP Professional/Home Edition - Motherboard/IGP Drivers or not... hm.. well that's a big enough list

i'd resort to 3rd party in a snap, but only for desktops

about to try omegas (i think) on this laptop

I did find that list, but it seems to all be for desktop cards. Every driver I've downloaded in the past had "mobility" in the filename, so I assumed they were different. Are you sure these are suitable for mobility radeon cards?
