Sony Vaio ATI video streaming problem

Hi all, I am having a problem trying to get live video feeds from a webcam on one of our Sony Vaios. System details as follows:

Machine: Sony Vaio Z1XSP, Windows XPSP3, 1 gig memory, Windows Media Player 11. I have used MobilityModder to install the latest ATI driver package - Catalyst 8.12 (8-12_xp32_dd_ccc_wdm_enu_72271)

An example of the sites I am trying to view is:
The RSPB: Birds of prey: Loch Garten Live Video

All I get is a blank black video window, with the message at the bottom "Paying - 150 kbits/second"

Any bright ideas as to what I might be doing wrong?
