Sad Screen Tearing? :/

I'm really not sure if this is the right forum for me to be posting in, but since I run on an X1300 Mobility Radeon Card(originally, I used Mobility Modder, and am now using Omega Drivers), I thought I'd start here.

I don't have any real issues with the card except for one - I play an online game, WoW, and I occasionally experience some very colorful, awkward screen tearing - or something that people have told me is screen tearing. I've seen screen tearing, and I'm not sure if this quite qualifies.

I've always had V-sync enabled, and I've even disabled it to see if that makes a difference, but it doesn't seem to matter. The occurance of it is almost entirely random and I cannot effectively replicate it with any consistency - it just ends up happening. If I move my character for a while, eventually it can go away, or if I alt-tab out of the game and bring the game back up, it'll be gone for a while(but often coming back somewhere else).

I apologize in advance if this really isn't the right forum or place to look to for support - if anyone knows where I ought to be, you're welcome to point me in that direction.

that doesn't so much look like screen tearing as rendering problems.
Is the card getting to hot? Is this the only game affected?

Have you tried completely cleaning/reinstalling drivers.
Try a different set of drivers, if you recently upgraded, It could be your playing is fine, your card gets to hot, and then artifacts/renders to hell. if this is a laptop. make sure the fans are free of dust, blow air etc.

I do believe it's possible to be a heat problem, but I'm never sure. This [is] a Dell laptop(which I will never buy again, ever), and the battery actually ended up dying a long time ago because it burned up. This is the only game it has really affected, but I don't play a hugely wide variety of games on this laptop. I actually, tonight, did try different drivers(moving from mobility modder to Omega) and I was hoping to see if that fixed it, but to no avail.

It used to be that my laptop would get pretty hot playing games and the internal fan would run pretty hard, so I eventually bought a fanboard to place beneath the laptop and it's kept it cool since then and the fan never has to rev up at all. I worry that maybe I have damaged the video card somehow, but that doesn't quite make sense since the artifacts are never consistent.

For example, I'll be running down a road and suddenly, the screen will get all messed up. If I stop moving, it'll be there, and I can move the camera around and the artifacts will stay there. If I move myself forward, they might go away, and if I move back, they'll show up again. Alt-tabbing out and bringing the screen back up always solves the issue on a temporary basis except for preventing it from happening again. This issue has never occured outside of a game before, either.

I'm really sort of at a loss.
