x1400 Resolution problems

Dell e1505
ati 1400
win xp/sp3

So here's my problem and I'm hoping some kind people have the answer.

fresh install all updates on xp/sp3
downloaded 9.3 from ati and used mobility modder on it. all check good and installed.
native is 1680x1050 and it won't let me change out of 640x480. i slide to the max 1680x105 and apply changes but just stays the same at 640x480.
i tried the drivers that came with this laptop from dell and their support site, still have the same problem with those.
here's the other weird thing. when i try to play wow with either set of drivers it goes to 1680x1050 for the game but if i tab out it goes back to 640x480.

any ideas suggestions, appreciated.

I did try to search but couldn't find an exact answer.

edit/update:

I tried to change the settings in Display Properties for everything above. I just tried to change settings with CCC and was able to change to 1680x1050 with 32bit color. so far so good until i restart and it reverts back.

So it seems i found a temporary fix for the low resolution, if anyone knows how i can tell CCC to keep those settings when restarting i'll be fine with that. WoW runs perfect as does playback of xvid dvd mkv whether in 640x480 or 1680x1050.
