9.7 CCC on Studio 15 w/ 4570

Hey guys, I know this is a horse well beaten but I've struggled with this all day and still can't seem to get a resolution.

Device Id yields this info:

ATI Mobility Radeon HD 4500 Series (Microsoft Corporation WDDM 1.1)

VendorID: 0x1002
DeviceID: 0x9553

I have tried seemingly everything. I've modded the C7 and CH config files many times. At this point I am trying to isolate the problem by deleting all the other Ids in the inf files and just putting this as the only entry:

"ATI Mobility Radeon HD 4500 Series (Microsoft Corporation WDDM 1.1)" = ati2mtag_RV630, PCI\VEN_1002&DEV_9553

When I open the windows installer package for C7 I get up to analyzing and then it goes straight to view log and there is no change in driver and it only lasts for a couple of seconds so it's obvious nothing has happened.

I am using "ATI Mobility Radeon HD 4500 Series (Microsoft Corporation WDDM 1.1)" because there's essentially no reference to a 4570 in the driver info.

Anybody got any ideas? Can I possibly call dell and demand they fix this?
