Weirdest 320M IGP Problem

I have a Compaq 2100US Laptop. 2500Xp AMD with 320M IGP
Using Latest Omega drivers.
Here is the issue, I have turned off the acceleration in WMP and other programs and can play disk based files, such as divx, wmv, etc just fine.
This is using Omega drivers or Catalyst, as always default Vendor drivers work fine.

DVD's stutter, except if i move the mouse around they play just fine. Any program WinDVD, PowerDVD, VLC Lan player, all won't play unless I move mouse.

Any tips, suggestions?

Here's what I've done so far. To clarify it's when I move the external USB mouse. Furthermore I hooked up a USB Key to the USB port and removed the mouse and copied a file to it. Sure enough the video plays just fine. Reconnected mouse and copied file to key w/o moving mouse, works fine. Swapped ports and same thing works fine if the mouse moves or key is written to.

From this I've gathered that if the USB port is being use acitvely it decodes just fine.
Any thoughts?

Tried to copy dvd to hard drive, same issue, it's only decoding dvd's.
