Why can't new drivers support games that old ones did?

Simply put, Why is it that I can't play games like City of Heroes and various other games with these new drivers when they work just fine with the old ones? I would have thought that a new driver version would just add to the possibilities and compatibility of the hardware...

I'm very frustrated with laptop graphic chipsets... I'll never buy a laptop for 'gaming' again.

System Specs

Well the radeon 9000 DirectX 8.1 (released in 2002) the video
you’re laptop using is quite old,not to mention games are Demanding
and laptops are far slower then most pc’s. Something tell me you'd
not be having problem with a newer video solutioned laptop.

Also you stuck with moded drivers not official ones properly
that support your laptop. Its the sole reponceabilty of the laptop
MFG Thing is you MFG doesn’t give a crap it’s not reall ati thats at fault .

on the bight side ATI have started making sets for laptops though they
only support the newer video solutions (9600, 9700, 9800, X300, X600,
X700, X800) though it recently expanded from , X300, X600, X700, X800.
Just hope they star making the sets for older solutions.

I've been using the factory Drivers until recently with no real problems. I am no genius when it comes to computers, but I can hold my own. For example, when loading the PlayOnline Viewer, the Window is very blurry, choppy, etc... CoH no longer works at all, Still a 'no go' with Star Wars KotORII... I'm aware that some versions of Catalyst are buggy, but is this normal?

So I did a little homework on the problem, downloaded and installed the Omega driver based on 5.9, same problem.

I've also tried about 3 previous Catalyst versions, no luck.

Toshiba doesn't have driver upgrades, just the old factory stuff.

I know I can't just upgrade my graphics processor since it's integrated. I'm frustrated that even though I supposedly have a 128M graphics processor, it can barely run lower-end 3D games. Why is this? What are my options? What can I do to get the most out of this chipset, or at the least, Is there something I have to do to the games to make them more compatible with the driver upgrades? (I'd rather not have to reinstall these games, doing so would take about a day.)

Also the games you mention all reccomend like DX9 graphics
cards and better systems that you need like a 9600 series or
betterto play it well on a destop.
