"Unable to connect to Preferred wireless" Windows XP

So it's that time of the year where I format my main drive on the computer.
Everything goes smooth, install XP SP3 and get the drivers installed.
But this time, whenever the computer starts up, it'll pop up "Unable to connect to a Preferred wireless".
This has never happened before. Same drivers (actually, only revision out there).
Everything is the same.
What can cause this and how to fix it?

see if the service Wireless Configuration is running in System Configuration Utility. you can open the System Configuration Utility by typing msconfig in Run in the Start menu in XP. the screen should look something like this.
