8800gts runing slow

hi guys i got a 8800gts 640mb ,and i have amd64 3500+ ,3G ram,but when running bioshock(dx9),dirt,rainbow six,max setting ,all not runing smooth.=( even turn off AA it won't make any faster.all around 40fps but when fighting it will be like 15 fps .so is my cpu holding back my system ? or those game just not smooth ,or...? if it is my cpu too slow i may get a opteron 185 2.2g,what do u think,it can increase alot of fps or no? and i am using 16:9 (1360x768)resolution.thanks
