Pallete Graphics blurry in XP...pixel center off?

For some odd reason, some pictures are blurry or blurred down in XP. Like when the 2005 or 06 splash screen loads up and is loading the test, everything is blurry and like off kilter. I don't know why. I know there is a setting which controls that and I forgot which one... 3d grapchis are fine, but only splash screen and interfaces are blurry like that I don't know why? Isn't that the pixel center or something?

im not sure im following your explanation. can you show an example desktop picture?
