Interesting that you are getting scanned from a specific IP address. I have found that all the addresses that are hitting me are from my ISPs DNS servers. The guy who is getting at your pc is using the same ISP as me.

I just had a remote user try to connect- Amazing what happens that you don't even know about if you aren't looking.
