Why does scrolling stutter video?

cpu usesage.. open task manager.. minimize it so there the cpu meter in the task bar and go up and down really fast with your mouse wheel.. watch you usage fly up

cheap way to test full load setting on an oc ^^

if you have firefox, try enabling smooth scrolling
