man I havent seen download caps in about a decade. It was done away with pretty quickly in the USA. We still had time caps about 3 years ago on some dialup connections but that is IT. When I was in France, i was on my friend Gaby's computer and she freaked out one day when she got her DSL bill...she had to explain to me how she had download limits...and then I had to explain to her how 100mb a month can be used up REALLY quickly with simple email and IM(let alone webbrowsing) seriously she should have gone back to dialup.
oh well.
