In a pre-emptive move, the Louisiana Auctioneers Licensing Board has begun requiring certain eBay sellers to complete the necessary licensing paperwork -- and cut the state a check for $300 -- to become a certified auctioneer. Additionally, those ensnared in this regulatory net must also purchase a $10,000 surety bond -- ostensibly to protect unwary consumers from transactions that might go awry.
