Three months after killing a proposed telecommunications bill of rights in favor of a consumer education plan, the California Public Utilities Commission presented the first phase of its new program to the public Thursday.

The PUC unveiled a consumer Web site, CalPhoneInfo (www.calphoneinfo.com), which provides a wide array of consumer information on matters such as billing, subscriptions, scams and services.
