"Formulaic to the point of boredom" is the trap that many (read: most) management games fall into. It's the limitations of the mathematical systems by which all games are compounded, brought to the fore and accentuated by the fact that the purpose of the management game is to study, and master, these equations on balance sheets.
If the game has distinct social classes, each of which take jobs and live in certain areas, and if you have three unemployed people of a particular social class, you build a business to host these three people. You earn cash from taxes and the citizens are happy. Basically speaking, you've just cracked the genetic code of City Life.
