What does it mean?

Vista-only DX10 means that game developers will have to be writing/compiling for DX9 and DX10 for the forseeable future, until the remaining WinXP market becomes insignificant.

In fact, unless there are other issues, DX9 covers all the way back to Win98, though the support of any games requiring DX9 capability would be more hampered by hardware and driver issues.

That highlights the magnitude of the issue, DX10 is the first "clean break" since Win95 stopped at DX8 support. Whatever gains that Vista-only DX10 creates, is the penalty of requiring an additional DX9 compatible mode to support platforms which will remain current for some time worth it?

With the release of Vista, XP enters its 2 year extended support phase, and while some will upgrade to Vista on existing hardware, or upgrade to a new Vista system, it's likely that many will watch and wait, at least to see how DX10 and DX10 cards do in the reviews.
