Vista isn't a good OS to skip, simply because XP's been released since so long. If you're skipping Windows OSes, the best bet is choosing ones where the previous version has a short lifespan, and that have short lifespans themselves.
98, ME and 2000 all fit that profile nicely, assuming MS gets back on track with steady OS releases, Windows 7 would be the next good release to skip. Speaking from an individual user standpoint, not a business standpoint.
