And what about fittings that are unsuitable for CFL?

Conventional bulbs run a white hot filament, and the glass hot enough to be shattered if cold water gets on it, they don't care if they get a little warmer in an enclosed fitting.

CFL are built on a shoestring budget for the electronics, with no or minimal heatsinks and low grade electrolytic capacitors, they DO care about getting warmed up in a fitting.

The true replacement for standard filament bulbs in "difficult" fittings would be halogenm, not as efficient as CFL, but a fair margin better than than standard GLS pearl.

Compulsion is a bad thing, taxing "ordinary" bulbs so they are no cheaper than energy efficient alternatives would be a better solution, as then those who need them could still get them, but there would be no "false economy" of people buying cheaper but inefficient bulbs on initial price. They might then become phased out by market forces, if there was no longer sufficient demand.
