IBM Fired from $1.34 Billion Contract with State of Indiana
An IBM-implemented welfare system came under a lot of scrutiny by state lawmakers and the governor as demand for services in Indiana skyrocketed while costs on the contract rose. The task-based approach to individual case work did not deliver the expected efficiencies, though it helped cut down on fraud, admitted the state. The new system will be a hybrid of former ways, including individual case work but with the flexibility of the digital age.

The original system didn't work on a per case basis which made it cheap to operate, but prone to being cheated.
The current system by IBM deals with individual cases which means that it's more expensive to operate, but also better at eliminating fraud. Now, am I thinking correctly if I am close to deducing that, since the future system is also going to work on a per case basis like the current system does (and unlike the first one), yet it's going to be a hybrid between the two systems, then the "flexibility" they're talking about means that it will inherit the other quality of the original solution, which means that it will be possible for the system to be cheated if needed?
