"City of Heroes is potential incarnate. Even more so than Galaxies, or any other RPG to date, the promise for a bright City of Heroes future is genuinely overwhelming. This is because, at its most fundamental level, imagination is the game's only limiting factor. Conceivably, there will come a time when NCsoft's devotion to consistent updates creates a City of Heroes universe with so many powers and so many combat variations and so many quests that action, comic, or simple gaming fans will be hopeless to deny it. Right now, the retail box may seem fairly limited when compared to the potential of this heroic future, but there is still a great deal to see and even more to do."
