Windows XP SP2 Dual Core Performance Fix

Microsoft has released a hotfix to improve performance on dual core systems. It fixes a possible decrease in performance during demand based switching. Cool 'n Quiet must be enabled for the fix to work, and Microsoft will only send you the hot fix if you have been experiencing the problem. The issue is how do you know if you are or not? AMD told me this can have an impact on some games although I've not heard of any problems, and my main gaming system is an Athlon 64 X2 3800+ at the moment.

System Specs

Sounds like it might address a power management issue also seen with hyperthreading and EIST on a P4-640

Because the load is scattered between the two logical units, when any power profile which enables EIST is used (all other than "always on" and maybe "desktop"), the perfomance level will NOT be promoted correctly on a 100% single threaded load.

http://cpu.rightmark.org/products/rmclock.shtml - RMCLOCK is far more responsive in handling power control, and gives useful feedback on the current state. Unlike the Microsoft "on/off" state of power saving, this also allows all the available CPU power profiles to be used, and a wide range adjustment between power saving and performance.
