XP2400+ can't pass 2.16GHz stable

I can't get my XP2400+ past 2700+, and @ 2.16GHz I need 1.675V already. At 2.25GHz, even 1.725V won't work out. I am going to try harder-- the last time I tried the best I got was 2.3GHz @ 2V on this chip. That's too much heat for my AX7 to handle. The XP2400+ is a brown one built in 2002 week 40-42(can't remember) I think. Is there any reasons for this besides this chip been a lousy piece?

XP2400+
Abit KD7-RAID
512MB Value Select Coasair DDR400 @ 166MHz
Maxtor AltasIII 18GB SCSI
Acard AEC67160 controller
Radeon8500 128MB BBA
3Com NIC

Temperature at least 44degrees taken by the abit mobo, internal cpu surface temperature. When I tried 2.0V @ 2.3GHz the last time, the temperature was 63degrees according to the board.

I don't know what to tell you. I got my 2400+ up to 2800+ easily, could probably push it farther. Right now I'm at 13.5x166 with 1.75 vcore. Its could be your motherboard/RAM holding you back, or maybe you just got a bad stepping/chip. I forgot to look at the stepping before slapping it in the motherboard, so I can't help you there.

System specs:
Athlon XP 2400+ @ 2.245ghz (13.5x166fsb)
Asus A7N8X Deluxe
2 x 256 Corsair XMS PC3500 (running synced with CPU)

My ram is using Winbond BH5 chips, quite good if you ask me. Currently, I am running @ 2.22GHz (185*12) with 1.825V Vcore. That seems high to me as I have seen many running @ 2.2GHz with just a 1.68VCore or slightly more like you. Even when running @ 166*12.5, my chip is not stable and needs 1.825V of VCore. Pushing it to 2.3GHz will be hard given the amount of voltage I will need.
