ok i have a amd 2700+ chip in here .....on the ga-7vaxp ultra raid board ...there is over clock capabilities... i am un familiar with over clocking but i am curious what would be the higher you could adjust the fsb?? ive gotten it up to 173fsb which registers in the bios as a 2800+.... the temp doesnt change at all from the adjustments still stays @40/42 celcius cpu temp....36 celcius system temp ...any knowledge on this in here???

Depending on the RAM that you are using... you might be able to go higher... but I cant tell you how stable it will be. Good Luck

I'm using 1.5 GB of Samsung DDR 400 .If I keep it cool will it do any major harm to the processor I guess is what I'm asking?

there is no maximum for any particular chip, it varies depending on many factors.. generally your system will become unstable before doing any damage to the processor.
Often things will get in the way of your overclocking potential, such as an old pci card that cannot handle going that far out of spec, or, most commonly, your memory may not be able to keep up with your processor. The only way to find out if this is happening to you is to physically replace the components and try agaim. Just take it as far as you can go until you hit stability problems, then back off till its stable again, and that is your maximum overclock.
