What is a "Shim" actually?
A definition with examples please. I've never had the opportunity to be introduced to this "unwanted" being before.

nothing you wanna use normaly ... it a flat cut out pice of metal thats sets on your cpu to help keep you from cracking/chiping/damageing the core but at the expence of added heat buildup ...

So it's an AMD thing...
That explains why I never actually encountered it. So...Radeons have Shims on their cores?

I use one on my 2200+. I've noticed no difference in temperature with or without it. It is worth the peace of mind though.
