The CM 212 plus is one of the best bang for buck coolers out there.

How much are you willing to spend?

Re: cpu fan to overclock

I have only one suggestion and it's a Scythe Mugen 2 rev.B

It has the best price/performance ratio.

Re: cpu fan to overclock

I second the Cooler Master 212...... I've got a TX3 on my unlocked Phenom II 555 (now a X4 955 with the unlocked cores) running at 3.5 GHZ at the moment with no issues, and it's relatively quiet. The AC7 Freezer Pro works nicely also but is a little wider.... won't fit my ASRock board with 4 sticks of RAM installed.

You can spend more, of course, if you want to...... But these work.

I believe all of the above coolers fulfil these criteria.

EDIT: On closer inspection, some of Iplayer's suggestions are 160mm+ tall, but you can always check this kind of thing on the manufacturer's website before purchase. Higher end coolers often use fans with controls on the instead of a 4 pin PWM, also, but you can still plug it into the 4 pin slot. I'm thinking that those coolers are overkill, anyway, however, unless you're planning to go nuts.
