Having problems

Ok guys, first off.. I am brand new to these forums. Secondly, a guy that I play SofII with directed me here, said you guys will be the best to ask for help. So here is my problem.

Hardware
I'm running an Amd Athlon 2200+ @ 1.36Ghz( 100 x 13) .. reason being, it simply won't run stable any other eay.
I have 512 megs of PNY pc3500 memory.. running at 266fsb
Gigabyte GA-7VAXP - Ultra motherboard.

And right now im using some cheap thermal compound that I got off a friend. I have a Volcano 9 heatsink and fan running at around 5400 rpms. Im not exactly sure what voltages im running at.. I can't really get that info from my bios.. maybe there is some software i can use that will give me specs on my hardware voltages ?

The Problem

Whenever I clock my cpu at its factory settings (133 x 13?) the computer will not even boot into windows. I get as far as the Welcome screen, and my computer reboots. If I clock my cpu higher than factory settings, I can still boot into bios, but I don't even get as far as the windows splash screen before the computer reboots. Then after it reboots.. it hangs on the screen that you see when you turn your computer on.. ( don't know the technical name of that screen) and I have let the boot timeout so that the bios will reset itself( this board does'nt have a bios jumper). I really don't know what I can do.. I've been told to get some diff thermal compound, and up the voltage on the cpu very little.. and try to gradually clock it up.. but the problem is, whenever I up the voltage in the bios.. the computer does'nt boot up at all, it just hangs until the bios resets, then the computer boots back up with default settings.

Maybe a bios flash could help get some different settings? Or just get a new motherboard and cpu? heh. If I had the money right now, that is what I would do.. but I really like the xp2200+ it seemed to run good for the first month or so that I had it, but after my last mobo got fried( due to a video card that fucked my agp slot) I bought this board.. and I've had problems ever since.

Could my cpu be messed up? Maybe the fsb is wrecked.. or im just not doing something right.

please give me some feedback on this.. I really don't know what to do.. im not a complete moron when it comes to hardware.. I've been working on computer hardware for a while now.. but I don't yet know all the tricks.

There is a little switch just above your AGP slot. Make sure it is turned to On or Auto before booting. Otherwise it keeps your CPU FSB at 100Mhz (this would be a 200FSB setting). If you turn it on you can use over 200fsb.

Check your motherboard manual for more details.

ok, I've tried using that rocker that you refered too before.. it has settings for 100mhz, 133mhz, and 166mhz.. I put it on 133 for the default cpu speed.. and it still does the same thing.. the only way I can get my computer to boot into windows is my leaving the rocker on 100mhz. and I don't know if it matters much, but I was watching my cpu temperature in the bios.. and just when it was idling it was sitting at around 64-68 degrees Celcius. I know that is kinda high, but it really should'nt put that much of a damper on my performance should it?

I thought maybe one of my sticks of ram were bad, so i tried using just one stick at a time.. and it does the same thing on both sticks of memory. If you or anyone else might have a suggestion for me, it would be appreciated.

Alright, I found the problem with my system.. just thought I would let you guys know.

It was actually the chipset drivers I was using.. since it was messing up when it got to the Welcome screen, I figured it might be windows related.. I installed the old drivers that came with the motherboard for the via KT400 chipset.. and blam, works just fine now.
