For the the Epox 8RDA+ there was this program: 8RDAcore in which could could set up an automatic adjusting FSB with corresponding vcores i believe (presets). other than that i don't know any but Clockgen might get it done because you can predefine "scripts" with needed setting and then combine them with mbm to launch one of the predefined settings at a given temp... that might do the trick.

8rdacore: http://www.hasw.net/8rdavcore/
mbm : http://mbm.livewiredev.com/
clockgen : http://www.cpuid.com/clockgen.php

most of the time the motherboard people like to keep that info under NDA or not release it at all. they make their own utilities to do it. tho some boards can be coded to do so by some applications, but it wont be multiplatform across a wide range of boards.

i seen something here that may be of use...
http://www.digit-life.com/news.html?108546#108546

http://cpu.rightmark.org/ for more info i guess....

here is what it says...
CPU RightMark project releases A64CLK utility for monitoring AMD64 clock rates in real time — Cormac @ 12:35

CPU RightMark released the new A64CLK real-time utility meant to monitor CPU clock rate and adjust its multiplier (FID) and voltage (VID) via model specific registers (MSR) that control power saving. The utility works with AMD64 (AMD K8) processors supporting AMD PowerNow! or AMD Cool´n´Quiet technologies (determined on program startup).

The utility is available for downloading at its official page (36 KB).
