how much cost water cooling systems and what sort of cooling is the best ?

You can build your own watercooling system for under $150 or you can buy a pre-made kit for around $250-300. The best solution would actually be phase-change cooling like the Promethia uses. They come pre-installed in cases and run $600.

you can make one if you have time, it's about 10$. In Viet Nam, most OCer do themself, and it extremely good

I would disagree - if you don't happen to have a metal ship handy, it would be exceedingly difficult to make your own water cooling system... and it would 100% definitely cost more than $10, unless you happen to just have tubing, pumps, and waterblocks designed for CPU's lying around

$10 is extremely cheap - you would be hard pressed to find enough plastic tubing to move the water in a watercooling system for $10... Waterblocks and all go for $50 and more for the decent ones... Pumps are anywhere from $20 to $120, depending on how much flow you need/want, and radiators are from $15 (very cheap and low quality) to $100 (used car radiators
) I went to the site you recommended, and I realized that I cannot read Vietnamese While equipment may be cheap in your country, if you are not making everything yourself from scratch or using scavenged parts, then it would be quite difficult to do it for $10...

Well, if that actually is $30 (can't tell, again, my Vietnamese fails me
All I can say (phonetically, not spelled right) is "Toai noi muo't it Tdieng Viet" ), then that is a very impressive setup for a mere $30. However, gear everywhere else that I know of, including where Re@l probably is, is going to a tad more expensive $10 will barely buy a decent quality meal here
