I didn't see the video, but read some of the responses. My judgement would be to take the man in question to court to charge him with public drunkeness and abusive behavioural responses.

No one will follow up on a complaint, and if you push the issue, you face being harassed or worse by the officer and his "buddies" from on the job. Anywhere from bogus traffic tickets to complete and utterly BS charges against you. I've seen it happen all to many times... Once a cop has a personal grudge/vendetta against you, You better make sure you carry a recorder around with you, cross all your "T"'s and "DOT" all your "I"'s and generally make sure you don't do anything stupid... because they will find a way to make your life misserable... The only time it won't happen is if you have family/friends on the force, they won't screw around with their "brothers in blue", it's an unwritten, but well known about "rule". There are some people that will cry B***S***... but I dare them to challenge the NYPD and actually try to have an officer reprimanded or fired for any kind of misconduct WITHOUT visual evidence. Your word, or the word of several witnesses mean dog crap! Your life will become hell, one way or another. That is why they can get away with beating someone, like that which happened to this man in the video. If that camera wasn't there and it didn't capture the whole thing on tape, we wouldn't even be here discussing it, as any claim of it happening would have been quickly made to disappear, and it in essence would "never have happened" as far as the "top brass" of the NYPD are concerned. You can also be well assured that the owner of that camera, who sent in the footage to the media, will have a hard time getting the police to come to their business/residence if they need them for some reason in the future. And if they do show up, whatever the reason, you can believe any reports or paperwork will be forgotten, lost, misplaced, etc... Again, I personally have seen it happen all to many times.

Just because they should be tolerant doesn't mean they are. I know some cops that I had gone to school with, they were the flunky/bully types in HS. So it only fits they get into an authoratiative position. Not all cops are bad, but its the few that are bad that ruin it for the ones that are good.

And what really sucks is, its so hard to prove and persuade the cop did wrong.
The judge will 99% of the time side with the officer. I had a cop pull me over driving the speed limit through an intersection(there was a Green light, it turned yellow as I was 3/4 of the way through it). I saw the cop literally stuck in traffic 6 cars in to my right. I have copdar, so I had seen him but didn't pay mind to it and roughly 2 miles, yes 2 MILES!!! he pulls my ass over. I ask him how he's doing and what the reason for pulling me over was. He gave me the cold shoulder, asked for my license and registration. Before handing it to him again, I asked once again why? He said I blew through a RED LIGHT!! I explained it was green/yellow, his position and for me to stop basically meant hydro-planing(it was wet/cold out). Then I questioned why he waited 2 miles to pull me over. He said he wanted to make sure I wasn't drunk and issued a court summons. In court the jerk says it was a clear night, dry etc, said I ran a red light endangering other civilians. This guy thought his poop smelled like poppouri, but in the end he got me. I paid twice the fine, so I didn't get any points on my license. That guy, was a jerk and I hope the Karma train macs into him.
