South Korea has offered to run power lines into North Korea and provide them with electricity if they agree to dismantle their nuclear weapons program. This comes just after Pyongyang announced a decision to resume talks on its nuclear program.
Unification Minister Chung Don-Young says South Korea will donate its surplus electric power through cross-border power lines, which haven't been built. Chung Don-Young also agreed to provide 500,000 tonnes of rice to North Korea to help advert the current food crisis. According to the UN, North Korea is currently struggling to feed its 22 million citizens. Source

Good news indeed...but the last line I find disturbing. We can have a nuclear program but we can't feed our people...shameful.

well it is rather shameful, N Korea has a decent military, nuclear program etc. and it's pitiful that they have little food and no electricity, but a tie with S Korea like this can be a good thing, if S Korea could effect N Korea for the better through this, then it could spell hope for a reunification, and a better situation.
