I am trying to make a Flash Game and I would like to know some good game making programs (Not Experienced In That Area

You can pick up the flex sdk for free from adobe's site. A good program for writing your code is FlashDevelop. Google can show you both, you'll also probably want to find a good flash forum to help you out if this is your first time programming.
