Need PHP Script To Post News

I need a PHP-based script on my homepage to quickly post news from the site, instead of editing the index file and reuploading it to the server FTP.

It has to be free, and I need it to follow strict table widths and heights.

There are many out there for this purpose... I prefer Drupal:
