Pay Host

My current host is closing down so I need a new host. It was a personal job, just a guy on campus with a server in a farm but it's become too much work for him now that he's graduating. I have no problem paying but I need the following things.

The new host must allow me to transfer the domain ownership from my old host to me (it was registered under him).
I need PHP.
I need a decent amount of bandwidth. Multiple gigage.
I need to pay 10 or less a month.

Any suggestions? If you're happy with your host, you can refer me.
