Web Design Templates

Does anyone know of a good place to download web templates for designing sites? I'm looking at some personally as well as for my employer to give some templates for the sites we host. I see so many on the net that offer 1000s of templates for 20-30 bucks. Has anyone tried any of them. There are a few that I'm tempted to purchase, but just wanted to be on the look out for anything that's a rip off. The few that I've looked at that look good are as follows:

Has anyone bought anything from those three? I could create my own templates, but finding the time personally and professionally has been hard as I'm just one of two techies in our department with so much else going on. Thanks for any feedback anyone may have!
