Radeon 9600 TV-OUT problem in Windows 7

I have desktop PC with radeon 9600.

In XP everything is working fine.

In windows 7 I have no problems except using the TV-OUT.
when trying to view in TV I see a mix of white line going up and down and not any real picture.

Tried to install catalyst 9.4 and get error during installation.
In catalyst 9.5 I get no error but there isn't any shortcut to catalyst control center and there is no real change. It keeps using Microsoft original driver.

tried to use "projector" and it's just the same

I heard it can be fixed with Mobility Modder and that I need to edit .inf file.
please guide me what to do.
